OBVERSE
Description. A gold color medal 1-11/16 inches (4.29 cm) in height overall consisting of an oval with edges in the manner of a scallop with seven raised sections around top raised and all divided by lines of dots and dashes; below a gold mullet on the top is an heraldic rose of the like with inside of pedals dark blue charged with a disc of the like bearing a gold compass rose or sunburst of eight points; the rose is emitting 17 rays to base and around the base is a tripartite scroll inscribed with COMMITMENT  COURAGE  COLLABORATION, all gold.

Symbolism. The heraldic rose, symbol of secrecy and confidence, refers to sub rosa which is Latin for under the rose. It has been a traditional symbol to describe something to be kept secret and not repeated elsewhere. The seven scallops represent the Big Seven. The dot and dash lines represent communication. The star at the top denotes authority. Blue is the color of loyalty and is adapted from the ODNIs seal. The compass rose or starburst at the center symbolizes the world wide mission of the organization. The seventeen rays in base are for the major elements of the Intelligence community of ODNI.

Ribbon. The ribbon is 1-3/8 inches wide. It is Dark Blue (Old Glory Blue) consisting of a middle1/4 inch White stripe bearing a 1/16 inch Scarlet stripe and on either edge of the ribbon are four 1/32 inch stripes, alternating Golden Yellow and Dark Blue towards the edge


REVERSE
Description. The reverse, between a mullet and name table are the words NATIONAL INTELLIGENCE SUPERIOR SERICE stacked in four lines; around the base is the back of the tripartite scroll, all gold.
